Raymond J. Toney is a civilian military lawyer providing aggressive, effective, and affordable legal services to military personnel and veterans. Mr. Toney is respected for his professionalism, close attention to detail, and zealous advocacy, both written and oral. He was an Army Reserve officer and is a graduate of the Faculty of Law, Oxford University, and member of the Editorial Board of the International Journal of Evidence and Proof. Mr. Toney is a leader in the complex area of military personnel law. He has represented general officers and junior enlisted personnel. He has particular interest and experience in the following areas: Boards for the Correction of Military Records; National Security Clearances; Discharge Review Boards; Physical Disability Evaluation Boards; Performance Evaluation Report Appeal Boards; Inspector General Investigations; Command-directed Investigations; Administrative Separation Boards; Parole and Clemency Boards; Promotion Boards; and claims for personal injury or property damage under the Federal Tort Claims Act and the Foreign Claims Act. Mr. Toney welcomes inquiries from servicemembers and veterans with legal issues stemming from combat service, such as PTSD and other mental health diagnoses. Mr. Toney represents active and former military personnel and corporations in federal court actions at the US District Court and Court of Appeals levels. He currently limits his federal court practice to cases involving potential entitlement to backpay and other benefits and urgent action matters such as habeas corpus. His federal court experience includes judicial review of military correction board decisions, emergency actions involving habeas corpus, the lawfulness of debts claimed by the government, Privacy Act violations, constitutional violations, and unlawful discharges. Mr. Toney is also available to provide legal research and writing services to attorneys representing clients in military personnel law matters in US District Courts and US Courts of Appeal. Those services include assistance with claim identification and clarification; research of applicable military and federal laws; procedural matters; and the preparation of legal pleadings.
